Expansion of the Fonds Kirchberg’s Mandate
On 10 February 2026, the Chambre des Députés unanimously adopted Bill No. 8457 amending the generic law of the Fonds Kirchberg. This legislative amendment formally entrusts the Fonds Kirchberg with the supervision and implementation of the Midfield master plan, marking a significant milestone in the development of this strategic new area.
An Expanded Scope of Action
Located across the municipalities of Luxembourg and Hesperange, the Midfield site has been the subject of in-depth studies since 2022, following the Government Council’s decision of 7 January 2022.
Under the newly adopted law, the Fonds Kirchberg is now empowered to:
- Develop and service the land covered by the Midfield master plan;
- Deliver infrastructure works on behalf of third parties, including the State, in return for appropriate financing;
- Benefit from an increased borrowing capacity of up to EUR 100 million;
- Establish regulations in connection with the management of its public domain.

The Fonds Kirchberg extends its sincere thanks to all members of the Government, in particular its supervising minister, Yuriko Backes, as well as to the Members of Parliament for the confidence placed in the public institution. The Fonds Kirchberg will deploy its full expertise to develop the Midfield district in accordance with the highest standards of quality, sustainability and urban excellence, in the service of the public interest and the balanced development of the territory.
