A single site for the European Commission

Comprising a tower and an extended building below, the Jean Monnet Building will serve as the new urban reference for the European district. It will house around 3,600 Commission officials.

The Administration of Public Works (Administration des bâtiments publics), as project owner, will build this new complex in two slightly staggered phases. The first part is located behind the Chamber of Commerce, between Rue Antoine de Saint-Exupéry and Boulevard Konrad Adenauer. It brings together all the key elements of the Commission’s facilities, over some 138,000 m2 in a building comprising seven floors. It will house the following functions: offices, a conference centre including an auditorium, a library, a medical centre, a catering area, a logistics centre, a health centre and an underground car park with some 2,000 spaces.

The second phase, covering 52,000 m2, comprises a 23-floor tower which is the same height as the first two towers of the Court of Justice, and it will be located on a site bordering the current Rue Albert Wehrer, which was the site of the conference centre of the Jean Monnet 1 building.

One of the main objectives of the Jean Monnet 2 project is to design a building with very low energy impact, by implementing production techniques that are low in energy demand. Thus, thanks to the district heating system and the performance of the technical plant, the energy consumption will meet energy performance class ‘A’, aiming at the “excellent” level under the BREEAM environmental certification.

The Jean Monnet 2 complex will be able to house around 3,600 officials, and will enable the vast majority of the European Commission’s services in Luxembourg to be brought together there, whereas today they are dispersed around the Kirchberg and Cloche d’Or areas.

Urban development concept

The whole will form a single unit, homogeneous from the spatial, functional and technical viewpoint, which integrates into the urban environment of the European District. The Fund is looking to extend Rue Antoine de Saint-Exupéry and create a new junction with Boulevard Konrad Adenauer. Rue Albert Wehrer is partly incorporated into the new Jean Monnet 2 site, notably to form the impressive piazza at the south-west corner of the site.

The main entrances to the buildings will be accessible via this piazza. The entrance to the building from Phase 1 will be located on the axis formed by a wide strip on the piazza, which will extend towards the interior of the building, where it will transform into a glazed magistral line, serving as a corridor to the various functional areas. The tower will have a secondary entrance, opening onto Rue Antoine de Saint-Exupéry. Along with the internal links via the basements, the two buildings will be connected by a walkway located on the first floor, which will span Rue Albert Wehrer.

A parking area for around 160 bicycles will be accessible on foot from the new Rue K. Adenauer junction and from the cycle path then leading to the site. The car parking will extend over the last three underground levels of Phase 1, and over four levels below the piazza. The access for the employees will be from Rue Antoine de Saint-Exupéry, via a service road. The entrance for visitor parking will be at the western end of the site (junction with Boulevard Konrad Adenauer).

In 2017, the European Commission specified heightened security measures, including the installation of an entry checkpoint located on the piazza bordering onto Boulevard Konrad Adenauer.
